President Liu Yang Visits Macao Science and Education Institutes with Hunan Provincial Science and Education Delegation

At the invitation of Macao Higher Education Bureau, Liu Yang, Deputy Secretary of the Party Committee and President of HUT, together with the science and education delegation of Hunan CPPCC, visited Macao Higher Education Bureau, Economic Bureau and other government organs, as well as six universities,namely the University of Macao, Macao University of Science and Technology, City University of Macao, Macao Institute of Tourism, St. Joseph University and Jinghu Nursing College from December 9 to 12, 2020. President Liu Yang signed a Memorandum of Cooperation with Professor Lin Zhijun,VicePresident of Macao University ofScience andTechnology, and signed an Academic Exchange Agreement with Professor Kong Fanqing,ActingPresident of City University of Macao, opening a new chapter of cooperation and exchange betweenHUTand Macao Universities. Peng Liyuan,Director of the Hong Kong, Macao and Taiwan Affairs Office, accompanied the delegation.

Duringthevisit, President LiuYangponderedover the question “What is the standard for a good university?”. The answer gradually revealed itself after the 3-day visit which led him to a final realization coined in "three evens".

Firstly, he gained an even better knowledge about the history and advanced school-running philosophy of Macau universities. Macau has a unique cultural background, focusing on the inheritance of traditional Chinese culture, such as the core values of Chinese culture including benevolence, righteousness, propriety, wisdom and trust, but also looking at the world with a distinctive international outlook. Macau universities carry out teaching and research and talent training in accordance with the philosophy, modes and patterns of modern western universities.

Secondly,hehad an even clearer understanding about the criteria for a good university. Although the history, scale, majors and disciplines of each university vary, they all run distinctive features and actively respond to three major needs, namely the industrial needs of local industrial development, the social needs of the public for higher education, and the state needs of the Greater Bay Area construction and the national strategy of Chinese culture such as Chinese medicine going abroad. Responding to industrial, social and state needs with a distinctive feature will make a university a good higher-education institute.

Thirdly, he had even stronger willingness and confidence to strengthen ties with Macao universities. The strategy of "Three Highs and Four News" (referring to the concept that Hunan will be developed into highlands in three areas, namely industrial manufacturing, science and technology innovation, and reform and opening up in inland area, and with four new visions in economic development) proposed by Hunan Province in the14th Five-Year Planand2035 Visionhas clearly defined that Hunan needs to be built into a nationally important highland for advanced manufacturing, and there are two advanced manufacturing clusters in Zhuzhou, which requires deeper cooperation and exchange with other areas, and entails more elite professionals with international competence.

The fourth industrial revolution demands for integration, complementary advantages and collaborative innovation of multiple disciplines. This multi-disciplinary integration should not be limited tointer-disciplinaryintegrationof natural sciences and engineering, but also needs to be cross-integrated with humanities and social sciences, requiring universities of different types and distinct advantages to actively strengthen cooperation, complement each other's strengths, collaborate on development innovation, and cultivate inter-disciplinary talents. These reflections are an important reference for promoting international outreach of Hunan University of Technology and turning it into a double-first-class (meaning a first-class university with first-class disciplines in the world) university.

Through the signing of two agreements and MOUs, the University plans to actively strengthen cooperation with the University of Science and Technology of Macau and City University of Macau on various aspects, such as teacher and student exchanges, collaborative research and joint academic conferences, cultural and artistic exchanges, joint training of undergraduate and doctoral talents, and cooperation in operation of schools, to jointly promote the quality of talent training, scientific research and international influence, enhance understanding and friendship, and achieve common development. At the same time, City University of Macau welcomes outstanding undergraduates from the University to pursue their master's degree at City University of Macau.
